sorry for late responding. I think this thread became lost.

update to 2870 has past IETF last call. There were some comments, which justify a new version of the draft. The main comment people made was _exactly_ about the fact that it refers to the RSSAC document which does not exist yet as a stable reference. Remember that we wanted to publish them in sync... So seeing (finally) some movement on the caucus and on the RSSAC document, I put the update of the 2870 draft on hold, wishing that it would come into final stage (or at least stable reference)  soon....

So, on purpose, I have not move 2870bis draft to see if we can still achieve the sync. 

So now is the time to get them in sync... please finish the RSSAC document soon and we will accomplish the original goal.
